Finnish Online Casinos and the 2027 Licensing System: What Changes?
Finland's gambling framework is heading for a major change. The core parts of the new gambling act, confirmed in 2026, will enter into force on 1 July 2027.
The reform opens betting and certain online casino, slot and bingo games to a licensed, competitive market.

What is the situation before July 2027?
Veikkaus holds exclusive rights to gambling activity in Finland until the end of June 2027.
Operating and marketing other operators' gambling to mainland Finland is not allowed while the exclusivity is in force.
Gambling operators have been able to apply for licences under the new system from the National Police Board since 1 March 2026. However, activity under a granted licence may only start on 1 July 2027.
